Professional Growth

San Leandro Unified School District supports ongoing professional learning for both certificated and classified staff. Through collectively bargained agreements, employees may earn professional growth credit for coursework and training that strengthen skills, support career development, and meet District needs. Program details vary by bargaining unit and are outlined below.

San Leandro Teachers Association (SLTA)

Purpose
Recognizes advanced coursework and professional learning that support a certificated employee’s assignment and may result in salary column advancement.

Eligibility

  • BA + 60 units
  • At least one year on Step 10, Class III

Eligible Coursework

  • Accredited colleges and universities
  • District-approved in-service courses

Annual Unit Limit

  • Up to 10 semester units per school year

In-Service Coursework Limits

  • Maximum 2 units per semester or 4 units per year
  • No more than 6 units may be applied toward each 15 units required for a salary classification
  • Prior approval required if college or university credit is not granted

Submission Timing

  • Units may be submitted one time per school year
  • Submissions may be made at any time during the year
  • Verification and rationale due by October 31

Required Documentation

  • Official transcripts or verification of completion
  • Written rationale connecting coursework to assignment

Review Process

  • Reviewed by a Professional Growth Committee within two weeks after October 31
  • Committee includes two SLTA appointees and two Superintendent appointees
  • Recommendations forwarded to the Assistant Superintendent of Personnel Services

If Coursework Is Disapproved

  • Employee may appear before the committee to present additional information

Salary Impact

  • Approved units may result in column advancement
  • Advancement becomes effective the following month, consistent with payroll deadlines

Unit Conversion

  • Professional growth hours are converted to semester-unit equivalents for salary purposes

California School Employees Association (CSEA)

Purpose
Supports continuous, job-related learning that strengthens performance in a classified employee’s current role or prepares them for current or anticipated District positions.

Eligibility

  • Regular classified employees after three (3) full years of District service
  • Previously earned units retained if reemployed within 39 months following a reduction in force

Eligible Coursework & Activities

  • University and community college courses
  • Adult School courses (15 hours = 1 unit)
  • Trade schools (including business colleges)
  • Job-related workshops, institutes, seminars, and conferences (15 hours = 1 unit)

Annual Unit Limit

  • Up to 10 semester units per year
  • Maximum of 40 units total

Ineligible Coursework

  • Required to address a questionable or unsatisfactory evaluation
  • Taken on paid work time
  • Paid for by the District

Submission & Approval

  • Advance approval required from the Assistant Superintendent of Administrative Services or designee
  • Approval requested using a Personnel Services form

Required Documentation

  • Approved request form
  • Official transcripts, grade reports, or verification of completion

Review / Appeal Process

  • Denials may be appealed within 15 calendar days
  • Reviewed by a Professional Growth Review Committee
  • Committee includes two CSEA members and two administrators
  • Employee may make an oral or written presentation
  • Committee decision is final

Salary Impact

  • Professional Growth Allowance of $50 per approved unit
  • Payment adjusted based on FTE status

Effective Dates

  • Documentation due by June 30
  • Approved increments effective July 1
  • Courses completed July 1–August 31, effective September 1
  • Employee must be on paid status to receive payment

Unit Conversion

  • Workshops and activities: 1 unit per 15 hours
  • Quarter units pro-rated to semester units
  • Minimum grade of C or Pass
