District English Learner Advisory Committee (DELAC)

The DELAC (District English Learner Advisory Committee) has been established to support English Learners in SLUSD. DELAC’s vision is to collaborate with the San Leandro School District to develop, implement, and evaluate the academic program for all EL students.  

DELAC’s areas of responsibility include:

  • Conducting a district-wide needs assessment on a school by school basis
  • Establishment of district program goals, and objectives for programs and services for English learners
  • Development of a plan to ensure compliance with any applicable teacher and instructional aide requirements
  • Administration of the annual language census
  • Review and comment on the district’s reclassification procedures
  • Review and comment on the written notifications required to be sent to parents and guardians pursuant to Education Code Section 48985 and Title 5, CCR, Subchapter 4, Section 11316
  • If the DELAC acts as the English learner parent advisory committee under California Education Code Sections 52063(b)(1) and 52062(a)(2), the DELAC shall also review and comment on the development or annual update of the Local Control and Accountability Plan (LCAP)

Our next DELAC meeting will be held this, Wednesday, November 19, 2025, at the new SLUSD Boardroom 6:00-7:30pm.  Translation, childcare, and food will be provided.

Superintendent's response to the DELAC's input and feedback to the 2024-27 LCAP

Each California public school district, grades Transitional kindergarten through 12, with 51 or more English learners must form a District-level English Learner Advisory Committee (DELAC) or subcommittee of an existing district-wide advisory committee.

The purpose of the DELAC, or subcommittee on English learner education, is to advise the district’s local governing board (e.g., in person, by letters/reports) on programs and services for English learners.

Parents or guardians of English learners not employed by the district must constitute a majority membership (51 percent or more) of the committee.

Each school English Learner Advisory Committee (ELAC) must have the opportunity to elect at least one member to the DELAC. If the district has 31 or more ELACs, it may use a system of proportional or regional representation. In SLUSD there are 12 ELACs.

The purpose of the DELAC is to advise the district’s local governing board on programs and services for English learners listed below.

DELAC advises the district’s local governing board on at least the following:

  1. Development of a district master plan for education programs and services for English learners. The district master plan will take into consideration the school site master plans.
  2. Conducting of a district wide needs assessment on a school-by-school basis.
  3. Establishment of district program, goals, and objectives for programs and services for English learners.
  4. Development of a plan to ensure compliance with any applicable teacher and/or teacher aide requirements.
  5. Review and comment on the school district reclassification procedures.
  6. Review and comment on the written notifications required to be sent to parents and guardians.
  7. If the DELAC acts as the English learner parent advisory committee under California Education, the DELAC shall also review and comment on the development or annual update of the Local Control and Accountability Plan (LCAP).

The district shall provide for all DELAC members:

  1. Appropriate training and materials to assist each member to carry out his or her legally required advisory responsibilities.

  2. Training which is planned in full consultation with DELAC members. Desgignated District funds may be used to cover costs of training and attendance of DELAC members (e.g., costs associated with child care, translation services, meals, and other reasonable expenses)
